A Senior Intelligence Analyst is required for 3 months (likely to be extended) based in Luton

The Job

The Intelligence Analyst will lead on providing analysis and knowledge in order to ensure decision-making is based upon sound and robust evidence.

Responsibilities include -

Design and deliver a range of analytical products including through the use of analytical software to communicate complex information which may be sensitive or contentious to ensure that the council and its partners have access to appropriate evidence to inform decision making

Co-ordinate the collation, interpretation and presentation of comparative local, regional, national and international information to create analytical products to inform decision making

Provide independent response to requests for statistics, complex analyses and provide advice on how to use and disseminate information to directors, managers, staff and partners. This will involve collecting and retrieving information from different sources and maintaining up to date knowledge of developments in a wide cross section of discreet areas.

Develop meaningful recommendations to aid decision making with national and local policy for all levels of management and staff within the organisation and to communicate the findings of research results in a manner which assists diverse audiences to clearly understand concepts, conclusions and their importance

Liaise with partner organisations and other agencies in the delivery and contribution to the wider local government agenda.

Project manage and deliver the research projects effectively, professionally and successfully, within agreed timescales and financial limits.

Contribute to the development and implementation of effective business intelligence strategies, ensuring high standards of data quality that give confidence to service users, integrates data, improves data accessibility and promotes a single view of the customer

Support the organisation in applying for external sources of funding. Assist in the identification and exploitation of sustainable profitable trading opportunities including service delivery and liaison with current and potential customers

Experience/skills required -

Able to understand data and systems including the handling of data, in-depth experience of applying techniques from specialist analytical disciplines in one or more of:

Policy Analysis




Public Health


Customer Segmentation

Project management and supervisory experience directly or in a matrix environment.

Advanced computer literacy skills, including statistical/analytical/GIS hot spot mapping) / population forecasting software

Able to assess the effects of current or planned service delivery models and policy options

Able to analyse the effects of current strategies through developing operational models

Able to provide support, advice, guidance and training in analytical methods and available relevant models to staff and other partner agencies.

Demonstrable management & motivational skills

Able to plan, organise and manage own workload and other resources to meet often conflicting targets and achieve specific business outcomes

Able to establish and maintain networks and links with individuals and organisations

Able to communicate statistical ideas to non-statisticians

This role is to start asap and will pay £200 per day (Umbrella/Deemed payroll) in scope of IR35
