Technical Delivery Lead

The Technical Delivery Lead manages the end to end system integration of complex solution delivery in Technology Development. The key characteristics that define the solutions as complex are:

* Multiple vendors and development teams involved
* Multiple systems interfaces that span vendors
* End to end test assurance including multiple vendors and development teams
* Complex requirements that are loosely defined

The role holder is responsible for ensuring that the technical delivery process is at all times coordinated, that resources are correctly forecast/allocated, and that an interlocked systems integration plan is created and maintained.

Key Accountabilities :

Accountable for the delivery of multi-vendor and multi-stakeholder Technology Development initiatives that meet business requirements and objectives relating to schedule, quality, and cost
* Responsible for managing the creation and lifecycle management of systems environments required by the delivery
* Responsible for managing the creation of the system integration test strategy and resulting end to end test cases. Including the vendor agreement of test harnesses, module entry test criteria prior to inclusions within system integration environment, continuous integration and the non functional test scenarios across multi vendor solutions
* Agreeing the integration testing delivery schedule with the multiple vendors ensuring an efficient and cost effective allocation of resource
* Responsible for the timely identification of integration risks and subsequent actions and mitigations across the multiple vendors
* Responsible for the system integration budget from estimation through to spend
* Responsible for shaping and scoping new pipeline work that is up to 12 months from commencement

Knowledge :

* Expert knowledge of resource, schedule, financial, and general project management tools and techniques to enable the planning of large (up to 12 month duration) technology projects
* Expert knowledge of systems development technologies and methodologies, in particular Agile Scrum and waterfall
* Expert knowledge of risks, issues and mitigations of mixed system development methodology, those particularly in multi-vendor (internal and external) situations
* Expert in techniques to manage and resolve conflicting priorities in multi-vendor environments, ensuring balanced and timely decision making that is cost effective and does not yield unnecessary risks to TfL
* Broad knowledge of customer facing and back office technologies and architectures, particularly those that relate to public transport operations
* Degree in relevant subject area or project planning certification is desirable

Skills :

* Ability to manage whole lifecycle outputs of complex systems project portfolios, including but not limited to; the software itself, release documentation, operational documentation, training documentation, and design documentation
* Extensive ability to build effective working relations with people at all levels across the organisation and outside, ensuring delivery strategy matches needs of the project and incorporate past lessons learned
* Extensive ability to manage project portfolio issues and risks, ensuring reasoned and balanced go/no-go decision making
* Extensive ability to manage project outputs ensuring an appropriate balance of delivery schedule/costs with quality
* Extensive ability to manage ambiguity across multiple vendors and projects using an interlocking plan
* Strong written and verbal communication skills including ability to explain complex information with senior management and directors, produce summary and feasibility reports on complex technical and business issues.

Experience :

Extensive experience of detailed release planning and technical delivery through whole systems development lifecycle
* Proven ability to influence people at all levels across the organisation and outside, including negotiating and successfully facilitating joint decision making
* Proven ability to lead technical delivery across portfolio of complex, multi vendor systems development projects
* Strong history and track record in prioritising and delivering systems development outputs to schedule and co
